Abstract
This study conducts a critical analysis of Uganda's legal framework governing oil and gas
exploration, aiming to evaluate its effectiveness, identify challenges, and propose
enhancements for sustainable resource management. The objectives include assessing the
current regulatory framework's adequacy, pinpointing its limitations, and evaluating its
alignment with international best practices in the oil and gas sector. Findings reveal significant
deficiencies in enforcement mechanisms, transparency, and community engagement, which
hinder the sector's sustainable development. Recommendations emphasize legislative reforms
to strengthen regulatory capacity, improve transparency in licensing and revenue management,
and enhance environmental and social safeguards. By addressing these issues, Uganda can
optimize the benefits of its oil and gas sector while fostering inclusive socio-economic
development and environmental sustainability
